Germany is a land of ideas: the strongest export economy in the world, a country rich in diversity and experience with first-class universities. Education, science and research play a central role here. In the world of globalized markets, education lays the basis enabling us to exploit the opportunities open borders and world-wide knowledge networks offer. The German education and university system is undergoing a profound process of renewal that is already bearing fruit: Germany is one of the countries most preferred by foreign students, a hub of cutting-edge international research and a constant source of new patents.

In today's knowledge society, education, training and lifelong learning are the most important prerequisites for an individual's future opportunities in life and employment, as well as for social participation and social integration. The German international competitiveness depends on the quality of our institutions of higher education. Improved structures in continuing education will make Germany fit for the challenges of the future. These are the Federal Government's priorities in order to open up educational opportunities for everyone.

The German government has also developed a high-tech strategy so that it can also continue to hold its own amid technological competition in the future. Future technologies are being selectively promoted and cooperation between business and research is being improved.

The "High-Tech Strategy for Germany", encompassing all government departments, places innovation policy centre-stage in government action, combining the efforts of the state, science, economy and civil society.
