The areas of school education, vocational training, literacy / adult education and higher education were at the focus of the third ministerial meeting on education of the BMENA (Broader Middle East and North Africa) and G8 states, which was chaired by Annette Schavan, the German Federal Minister of Education and Research, and Yahya Al Sulaimy, the Omani Minister of Education.

The Task Force made a number of recommendations in the four educational areas, which addressed the key elements of the paper on cross-cutting issues. The central recommendations reflect the subjects of the conference:

  • The participants must increase the efforts to improve the quality and relevance of education, reduce unemployment and illiteracy, raise the level of educational participation and employment among women, and contribute to meeting all the other challenges identified in the paper on cross-cutting issues.
  • The communication between BMENA and G8 states must improve. This applies to the existing working groups on literacy and TVET and the planned series of activities on tertiary education, partly in preparation for the next meeting of education ministers, at which the subjects of quality and relevance are to be concluded (for the time being).
  • Education is not just a concern for education ministers - it is of central importance. Industry, social partners and civil society need to be integrated more strongly in the joint responsibility for education.
  • The countries need to meet the individual requirements of a growing number of pupils and students. Equal attention should be given to gifted and disadvantaged young people.
